Description
I can use a controller normally till I load a game. Then it does not work in game only. I can still open the menu and use controller. Unplugging the controller does not fix this. I have also tried more than one controller. I did not change my settings and was just using a controller shortly before this started. I only remapped the controller and then this started. The only other thing is this started when steam was running and when I shut it down because of it causing trouble. Now if I have steam running it still tells me no controller in the game (but tells me the controller is connected) and I can push a button on controller to fast forward game but nothing else works in game. Without steam in the background nothing works expect the menu. I also reinstalled retroarch and it did not help.
Expected behavior
I expected to play games with my controller.
Actual behavior
I can't use a controller.
Steps to reproduce the bug
Load a game.

Research direction
Start by reproducing the controller behavior after loading a game, including after remapping the controller and with Steam running or stopped. Compare controller input in the menu and in-game, and confirm that the fix restores normal gameplay input without breaking menu controls.
