Description
Description
We can't open the psvita browser (neither any system app) while retroarch is open, multitasking is disabled. If you try it will ask to close retroarch before.
You can't open the browser even with the vita plugin lowmem mode (which should let user use system apps).
Expected behavior
If possible change the boot params in RetroArch psvita to let user use the vita browser, this is very useful when you're browsing online guides in retro games. For example mGBA let user browse online.
You could put an option in the conf file if it's memory performance related, i read previous versions of retroarch on vita were not preventing the use of system apps so i guess it's a parameter to change.
Steps to reproduce the bug
- open retroarch
- hit the ps button and try to open the vita browser
- a window will pop up to ask you to quit retroarch first.

Research direction
No source file or test is identified in the report. Start by reproducing the behavior on PS Vita 3.65 or 3.73, then inspect the Vita launch and boot-parameter handling and compare it with earlier RetroArch versions. Done means the browser and other system apps can open while RetroArch remains running, with a configuration option if memory limits require it.
