add more ease of use to the retroachievments account menu

while not a bug i feel like it may be more intuitive to have the achievments on/off setting and hardcore on/off setting from settings > achievments to also be mirrored to settings > user > accounts > retroachievments, so that you may get started with achievments with only one menu no matter which of the two you start in
