Description
I am running RetroArch v.1.9.6 on my Samsung S21 (Android 11). I also have RetroArch v.1.9.6 on my pc. I have some saves/states that I am using on my PC that I have automatically cloud synced to my Google Drive and then to my phone. I cannot get my phone to recognize and use these saves/states, it will only use local saves/states from an unknown directory that I cannot find. I have deleted the contents of my "saves" and "states" folder and let my auto-sync program repopulate it, but my phone still only uses local saves/states. I reset my directories and reconfigured them to the folder I want them to use, still no luck. I did the same process on my PC and it has no problem using the saves/states from my Google Drive. Any ideas why my phone isn't playing nice?

Research direction
Start by reproducing the save/state behavior on Android 11 with RetroArch v1.9.6, using the Google Drive-synced folders and the configured directories described in the report. Compare which directories the phone and PC use; done when the Android installation recognizes and uses the synced saves and states.
