Description

Retroarch on PSVita ,Vertical arcade game screen top and down are cut off.
And at the same time , the screen ratio are fixed , whenever which ratio are chosen in video scale option.

Expected behavior

The whole graphic displayed on the screen .
The screen ratio worked with any ration option .

Steps to reproduce the bug

Not sure when it happened.
But it is the same problem on my two psvita console while play vertical arcade games, like 1941 on cps1 platform with fba2012
