Research direction

Reproduce shader loading and switching on Windows 10 with the Vulkan driver, using the reported RetroArch 1.9.5 setup, then compare it with 1.9.3. Done means identifying and resolving the regression so shader loading is under one second rather than freezing for 4–5 seconds.
