Description
If u scroll using mouse in retroarch, its strange and does not have much sense
U can just move screen
But actually its big problem for example, scale. U use same interface on android and windows
Interface could be easyli fitted in screen (mostly) with 0.6 scale and without descriptions

U do not metion anywhere that retroarch is not designed for PC. No sliders, no reset buttons
From usual Windows user side, its hard to image that start means reset or select means help, its possible to mention this in bottom, but

Research direction
Start by reproducing mouse scrolling in RetroArch on the interface shown and inspect the existing input and menu-scrolling behavior. Clarify whether the intended change covers only browser-like scrolling or also UI scaling, labels, sliders, and reset controls; done should be defined by the agreed scope and verified across the mentioned platforms.
