Description
This bug was discussed and fixed for the 32-bit version in an earlier issue: https://github.com/libretro/RetroArch/issues/6123
However, the same bug exists in the current RetroArch build on XP x64.
You start retroarch.exe but a message box pops up, saying "The parameter is incorrect". And that's it, RetroArch won't launch.
The manifest file, which solved the issue 2 years ago for a 32-bit XP does not fix the bug, currently, for XP x64.
Current RetroArch build for Windows XP does not run on Windows XP 64.

Research direction
Start by reproducing the launch failure on Windows XP x64 and review the earlier fix in issue 6123, including the manifest change mentioned here. Compare the current Windows XP build behavior with the 32-bit case. Done means the current RetroArch build launches on Windows XP x64 without the "The parameter is incorrect" message.
