Recording > Stream Name seems non-functional

Description

Setting a stream name and starting a stream seems to have no effect

Expected behavior

Im not what you would call a veteran streamer but i would have assumed that would assign a name to your stream. Now this may only apply to the local, or custom options. I have no idea, and nobody in the discord did either. If its deprecated, should be removed.

Actual behavior

it takes the setting (until you restart retroarch anyways) but either way, has no effect.

Steps to reproduce the bug

1. Open recording options and set a name
2. Start content and start a stream to youtube or twitch
3. check youtube or twitch and note your streams name is not what you indicated

Start by reproducing the behavior from RetroArch's recording options on Windows 10, then verify the stream name shown by YouTube or Twitch after starting a stream. Trace whether the configured name is used for those services or determine whether the option is deprecated; done means the name is applied or the setting is removed.
