Description
It would be great if we could set the option to GPU Record and GPU Stream separately. We already have GPU screenshot separated.
The whole system presents quite a few issues due to hardware cores refusing to record if gpu recording isnt on, and ignoring gpu screenshot being off for screenshots etc.
further exacerbated by the fact that gpu recording 4k shaded material is relatively easy, gpu streaming shaded 4k material is a whooooole nother horse.

Research direction
Start by locating the existing GPU screenshot, GPU recording, and GPU streaming options in RetroArch and compare how they are wired. Done means GPU recording and GPU streaming can be enabled or disabled independently while preserving the existing GPU screenshot behavior.
