Description

When you have a vertical overlay and apply it to a game that is rotated by a core.
You have no options to flip or rotate the overlay manually or set it in the Overlay cfg file.

This not RetroArch video a operating system rotate where Auto-Rotate Overlay works, trying to reduce monitor flickering or a moment of no signal message.

Expected behavior

To be able to rotate the Overlay in retroarch, or retroarch detects overlay orientation to current video orientation and flips it as part of the auto-rotate feature.

Actual behavior

Overlay is incorrectly displayed.

Steps to reproduce the bug

Create a vertical overlay note rivets are on top and bottom.
