What happened
I have the "Show phone battery in widget" turned off.
However when I restart my device the phone battery shows back up and the setting is still unchecked (as of now I just toggle it back and forth)

Research direction
Reproduce the issue by disabling “Show phone battery in widget,” restarting the Pixel, and checking whether the setting and widget state diverge. Trace the setting’s persistence and restart initialization; it is done when the unchecked setting remains effective after reboot and the phone battery stays hidden.
