Description
As we are heading towards interoperability in ETH2.0, we will need specification tests for gossipsub and other libp2p components in order to ensure that all implementations conform to the same spec. In addition to the interop tests that are in interop repo, it would be great to have a set of test vectors that implementers can tests their implementations against.

Research direction
Start by reading the existing interop tests in the interop repo and the gossipsub and other libp2p component specifications. Define the scope of the test vectors and how implementers will run them; the work is done when the vectors cover the agreed specifications and can verify conformance across implementations.
