Research direction
Start by reading ./script/setup_dev.sh and reproduce the setup with an unsupported default Python such as 3.9, then with a manually created Python 3.12 environment. Trace why the script does not install the full development dependencies. Done means the complete development environment is installed in the supported environment and the unsupported-default case is handled consistently.
