Description
We currently use mDNS to discover local peers but it would also be nice if we could have a peer exchange protocol for discovering even more local peers.
Motivation:
- Relying on the global DHT to discover local peers is problematic (https://github.com/libp2p/go-libp2p/issues/436).
- Ideally, we want to connect to all peers on the local network for UX reasons (if we're in the same room, we should be able to share files with each-other).

Research direction
The issue names no files, tests, or entry points. Start by reading the linked go-libp2p issue 436 and clarify the intended peer-exchange behavior and scope; done would require an agreed protocol design and implementation criteria.
