`rcmgr.WithAllowlistedMultiaddrs` should update `connLimiter` network prefix limits

Description
If a user is allowing some multiaddrs via the AllowList we should update those network prefixes with the IP prefix conn limiter. There's no reason to force the user to use both the options.
