Research direction

Locate rcmgr.WithAllowlistedMultiaddrs and the connLimiter implementation, then trace how AllowList entries and network prefixes are currently handled. Confirm the expected behavior for allowlisted multiaddrs and verify that their network prefixes update the IP prefix connection limits without requiring both options.
