Description
There are a few repos in the libp2p org that aren't used, and could be archived:
* [x] https://github.com/libp2p/go-libp2p-loggables/issues/10
* [ ] https://github.com/libp2p/go-libp2p-backoff
They're not imported by go-libp2p, so the benefit of archiving is smaller than our previous rounds of repo consolidation, but it would be nice to clean up things a bit.
