Description
In fixing libp2p/go-libp2p-kad-dht#96, we introduced a bug: we now *don't* backoff when the context is canceled. Unfortunately, this means we don't backoff if we timeout.

Research direction
Start by reading the swarm timeout and context-cancellation handling, then compare the behavior described in libp2p/go-libp2p-kad-dht#96. Done means timeout paths apply backoff while intentional context cancellation retains the current behavior; no file or test is named, so locate the relevant implementation and coverage first.
