Research direction
Start by tracing how outbound queues and goroutines are managed for peers in the pubsub implementation. Determine how a peer becomes slow and what queue condition should trigger disconnection. Done means slow peers no longer buffer indefinitely and the behavior is covered by relevant tests, though no specific files or tests are named in the issue.
