[Protocol Design] Better Connection Relay (smarter heuristics for when to use which relay)

Title (a few words): Circuit Relays for greater good

Abstract (1 sentence up to a couple paragraphs, for Sched): We currently have implemented circuit relays in libp2p, and they work pretty great! However, they are currently either manual, or have poor heuristics. Let's figure out how to make circuit relays scale efficiently throughout the network, and have them greatly improve everyones lives.
