Description
Seeing #5532 - in particular the hardcoding of the "pack" directory suggests that we should have a GIT_REPOSITORY_ITEM for the pack directory, or at least a constant in the source tree.

Research direction
Start by reviewing issue #5532 and its linked diff, especially the hardcoded "pack" directory reference. Then inspect existing GIT_REPOSITORY_ITEM definitions and decide whether the pack directory should use that representation or a source-tree constant; done means the hardcoding is replaced by the agreed approach.
