Explore updating the Terraform Provider bootcamp section to include adding OTEL tracing

During a Hedgehog demo on the Terraform Provider section a comment was dropped in the chat

Btw, those context variables in the provider are the things that could carry OpenTelemetry trace context. In the future, we may want to add tracing at this level, to get more visibility into terraform API calls

It seems future focused that all tofu providers down the road (any mature one) will have OTEL support. This is a really cool idea that we can use to enhance this section of the bootcamp and

We cannot look into this yet. This enhancement would require switching this section of the bootcamp to using OpenTofu instead of Terraform. Also as of making this issue, OpenTofu's OTEL support is in its infancy, but it is coming. Lastly the bootcamp should not be updated to OpenTofu until we as a company change our preference from Terraform -> OpenTofu

Start with the Terraform Provider section of the bootcamp and verify whether the company has changed its Terraform preference to OpenTofu. Revisit OpenTofu's OTEL support before defining the update; done means the section has been updated to cover OTEL tracing once those prerequisites are met.
