Description
Original issue: https://gitlab.com/lfortran/lfortran/-/issues/129
This issue has two parts:
- Fortran -> C++ (https://gitlab.com/lfortran/lfortran/issues/130)
- C++ -> Fortran (https://gitlab.com/lfortran/lfortran/issues/48)
Part of this is to handle unsigned integers correctly (depending on user's preference: either check at runtime that they do not overflow when converted to signed integers in Fortran, or use a larger Fortran integer type).

Research direction
Start by reviewing the linked original issue and the two referenced tasks for the Fortran-to-C++ and C++-to-Fortran directions. Define the implementation scope for both directions, including the unsigned-integer conversion choice. Done means both interoperability paths work and unsigned values are handled according to the selected behavior.
