The Epoch webpage needs a "For developers" section like what is on the VS Code extension webpage.

Open the Epoch webpage at https://www.lf-lang.org/docs/handbook/epoch-ide and compare it with the VS Code extension webpage at https://www.lf-lang.org/docs/handbook/code-extension. Identify how the existing “For developers” section is presented, then add an equivalent section to the Epoch page.
