Research direction
Start by tracing hover.nvim's hover-popup handling and compare it with the reported C-e, C-y, and vim.lsp.util.scroll(false, 1) behavior. The work is done when a user can scroll the hover popup without moving the mouse, with the intended keyboard interaction documented or covered by the project's relevant checks.
