Research direction

This is an umbrella issue for the work required to support issuance of MTCs from Boulder; it names no files, tests, or entry points. Start by identifying the child tasks needed for Chrome's Phase 1 untrusted testing in July 2026. Done means the tracked issuance-support pieces are implemented and the parent issue's requirements are satisfied.
