Description

That is, a Boulder Load Tester 😋 . It should scale up to 200% of production traffic, but that may be a deployment function. We'll want a flag that performs all issuance steps except it doesn't hit /acme/finalize.

Research direction

Start by tracing Boulder’s issuance flow around /acme/finalize and identify where deployment or load-testing behavior is defined. Clarify how the tester should reach 200% of production traffic and where a flag should stop before finalization; done means both behaviors are specified and testable.
