Description

I tried to debug a little, looks like the plugin's visitRule function is never invoked.
I've added a basic test repo: https://github.com/eulbot/less-plugin-rtl-test

Research direction

Reproduce the failure using the basic test repository linked in the issue with less@3.12.2. Inspect the plugin's visitRule function and determine why it is not invoked; done means the -ltr and -rtl prefixes work and the reproduction confirms the fix.
