Research direction
Start by reproducing the reported runtime addition through NavigationView.MenuItems.Add(item) in the NavigationView control. Check how NavigationView handles MenuItems changes and UpdateLayout(), then verify that a newly added NavigationViewItem becomes visible after the change.
