Description
Describe the bug
WPF UI Extension, is no version 3.0.0.
The templates make projects that target the 3.0.0 - preview 4 version.
There is no way to create a brand new project on the latest stable version (2.1.0).
Version 3.0.0 has bugs with data binding and more. We need a way to work with stable versions.
To Reproduce
Create a new project.

Research direction
Create a new project using the current templates and inspect which WPF UI version the generated project targets. Compare that with the latest stable version, 2.1.0; done means a new project can use the stable release rather than the 3.0.0 preview.
