Describe the bug

As Title.

To Reproduce

Creat an APP with NotifyIcon.

Restart window manager.

You won't see NotifyIcon again, while APP is still running. But other applications' notifyicon will display again (include winform app).

Expected behavior

NotifyIcon will display after the recovery of window manager.

If APP's window is hidden, user can't call it out again without NotifyIcon, so I think this is very grievous problem.
