Description
Describe the bug
As Title.
To Reproduce
Creat an APP with NotifyIcon.
Restart window manager.
You won't see NotifyIcon again, while APP is still running. But other applications' notifyicon will display again (include winform app).
Expected behavior
NotifyIcon will display after the recovery of window manager.
If APP's window is hidden, user can't call it out again without NotifyIcon, so I think this is very grievous problem.

Research direction
Start by reproducing the issue on Windows 11 with .NET 6 and WPF-UI 2.0.3: create an app with a NotifyIcon, restart the window manager, and confirm whether the icon returns. Trace the NotifyIcon recovery path and compare it with the behavior of other applications; done means the icon is restored while the app remains running, including when its window is hidden.
