Description
Describe the bug
For templates opened through VS external plug-ins, when navigating through TestWindowService, close a window and reopen it, displaying exceptions:
- System.InvalidOperationException: "After the window is closed, visibility cannot be set, and Show, ShowDialog, or WindowInteropHelper. EnsureHandle cannot be called."
And I found that the first time I can open a window, the second time I can't open a new window.
To Reproduce
- Use templates to make navigation;
- Click button navigation;
- After closing, it cannot be reopened and displays an exception.
Expected behavior
I want to open a new window every time I click the button.

Research direction
Start by reproducing the issue with a template opened through an external plug-in and navigation through TestWindowService on Windows 11 with .NET 6. Inspect the window close and reopen flow to identify why the closed window is reused. Done means clicking navigation after closing consistently opens a new window without the reported InvalidOperationException.
