Additional context

In addition, if the program window is at the edge of the screen, the Dialog always appears in the middle of the window when it pops up, which prevents the user from doing anything with the program.

Research direction

Reproduce the issue with AvalonDock, a DialogControl, and a dragged floating window on Windows 10 with .NET 6 and WPF-UI 2.0.3. Also test the program window at the screen edge; the fix is complete when the dialog stays on top and is usable rather than appearing centered over an inaccessible window.
