Description
Following on #688, we need support for extracting parameters from an entire pipeline.
We will do this by making Pipeline implement ParamContainer, and extract the parameters from all of the components.
We might need to handle vocabularies specially to reduce redundancy.

Research direction
Start with the Pipeline and ParamContainer definitions, then review issue #688 for the preceding parameter-extraction behavior. Implement extraction across all pipeline components, with vocabulary handling to reduce redundancy, and verify that the pipeline exposes the expected combined parameters.
