Admin user - Not seeing the red notifications dot

Observed behavior

Initially when I was testing the recommendations I remember that the admin user was also seeing the red dot when there was a new notification but this is no longer happening so filing the issue for further investigation:

Expected behavior

This might have been switched off on purpose specifically for the admin users - should be further investigated.

Steps to reproduce the issue

1. Sign in to Studio at Hotfixes
2. Publish a channel as a regular user and submit it to the community library
3. As an admin look for the red badge notification which no longer appears

Confirm whether the red badge is intentionally disabled for admins; done means the intended behavior is documented and the badge works consistently with that decision.
