Observed behavior

Noticed that when I filter by status 'Submitted' I'm not seeing all of the notifications with that status which are otherwise visible to the user.

Note that filtering by 'Flagged' or 'Approved' seems to be working fine.

Expected behavior

The filter by status should return filtered results if they are visible to the user prior to applying the filter.

Steps to reproduce the issue

  1. Sign in to Studio at Unstable
  2. Go to the Notifications page for a user who can see channels with 'Submitted' status
  3. Filter by 'Submitted'
