Unstable - Inheritable modal - The resources are inheriting the metadata of all the parent folders

Observed behavior

Currently a resource inherits all the metadata from all the parent folders above it.

Expected behavior

I would expect it to inherit only the metadata from the folder in which we are adding the resource so this should be further discussed.

Steps to reproduce the issue

1. Go to https://unstable.studio.learningequality.org/en/accounts/#/ and sign in
2. Create a folder with some metadata, then create another folder within it with different metadata and proceed in the same manner

Reproduce the behavior at the unstable Studio URL by creating nested folders with different metadata and adding a resource, then compare which parent metadata is inherited. Review the change identified as being caused by pull request #4635 and confirm whether the expected behavior should use only the immediate folder's metadata.
