Observed behavior
Bulk-editing multiple PDFs does not surface the option to set Categories or Levels
Expected behavior
If possible, we should allow as many edit options as possible when editing multiple nodes, especially when they're all the same type
User-facing consequences
Limitations to the edit experience for fields and values which should be applicable to all PDFs in this case
Additional information
I recall us discussing this when we made updates to the edit modal, on what should and shouldn't be bulk-editable, but I can't recall why we restricted this. If there are technical limitations, we should document them here.
