Description
Desired behavior
An indicator in the user interface to show both that labels set on folders will be propagated to their descendant resources, and also the 'inherited' labels that descendant resources already have checked.
Current behavior
This is entirely hidden from the user, so may be confusing or lead to excessive labeling of descendant resources.

Research direction
Start by locating the editor UI and the metadata propagation behavior for labels set on folders. Confirm how descendant resources identify inherited labels, then verify that the interface distinguishes labels propagated from folders from labels set directly on each resource.
