Description
Right now, the figures require TeX to build. We should commit the various formats and provide a script to update them. This will make builds faster and easier for most contributors.

Research direction
Start by locating the current figure build process and identifying which figure formats require TeX. The work is done when the built formats are committed and a script can update them, allowing ordinary builds to proceed without TeX.
