Description
What question should the reference manual answer?
I had a hard time understanding the syntax for local/scoped attribute declarations because it is entirely uncompositional. It would help to see an example such as
attribute [simp] lemma
attribute [local simp] lemma
attribute [scoped simp] lemma
Additional context
I had tried attribute local [simp] lemma in vain.

Research direction
Start in the reference manual section covering attribute declarations and compare the existing syntax examples. Add examples for plain, local, and scoped simp attributes, including the declaration form shown in the issue, and ensure the explanation addresses why the attempted syntax is invalid.
