Description

What question should the reference manual answer?

I had a hard time understanding the syntax for local/scoped attribute declarations because it is entirely uncompositional. It would help to see an example such as

attribute [simp] lemma
attribute [local simp] lemma
attribute [scoped simp] lemma

Additional context

I had tried attribute local [simp] lemma in vain.
