`changeWith` is not implemented

The change ... with ... tactic is not implemented

Context

Previously reported at https://github.com/leanprover/lean4/issues/1745, where change has been addressed but not changeWith.

Steps to Reproduce

theorem test: 1 = 2 := by
  change 1 with 2  -- Error: tactic 'Lean.Parser.Tactic.changeWith' has not been implemented
