Description

We should introduce the notion of a measurement along with an axiom.
Ideally this should take account of units but also allow us to work with things abstractly.

There was an attempt at defining a second at #488.
See also the discussion here.

Research direction

Start by reviewing issue #488 and the linked Zulip discussion about defining a second. Determine the agreed abstraction for measurements, including unit-aware and abstract use, and specify the axiom that completes the new notion; done means that design is settled and formalized in the project.
