Research direction
Start by locating the C++ implementation of environment.add_decl and the declaration-position representation. Compare the proposed extra argument with a set_decl_pos function under the stated C++ constraints, then identify existing tests or API checks that could define the expected behavior; done means a documented, tested way to set decl_pos.
