Current Behavior
There have been issues with leaves not being persistent. I remember a long time ago, you could turn leaves to another block, and then back into leaves, and the leaves would have persistent applied. But that no longer seems to be the case.
If scanned with persistent, you can copy paste the persistent. But you currently can not create leaves to be persistent, nor a way to make all leaves persistent. (Replace with leaves on scan tool, selecting leaves with shape tool. All non-persistent.)
An example where its an issue, is the Crimson Keeps, garden, decoration, big tree.

Expected Behavior
It would be good if there was some way to turn the leaves in a scan persistent.
Reproduction Steps
Paste or construct in: Stylecolonies\Crimson_Keep\garden\deco\hugetree in a regular world. Set random tick speed to 100 and you will see many of its leaves start to decay.

Research direction
Reproduce the issue by pasting or constructing Stylecolonies\Crimson_Keep\garden\deco\hugetree in Minecraft 1.21.1 and setting random tick speed to 100. Trace how leaves are handled by the scan tool, replace-with-leaves action, shape tool, and paste flow. Done means a scanned or created tree can preserve persistent leaves and they do not decay under random ticks.
