Small tooltip bug for groundlevel in tagtool

• I am running the latest beta/release version of MineColonies for my Minecraft version.
  I am also running the latest versions of other mods that are part of my problem.

Start by opening the tagtool and locating the tooltip shown when hovering over the groundlevel tag. Update the tooltip so it describes a block at ground level used for the preview's initial height, then reopen the tagtool and verify the wording by hovering over groundlevel.
