The SDK part of this is defined here: https://github.com/lbryio/lbry-sdk/issues/2879

The changes in ytsync would be:
- [ ] download a 480p and a 1080p versions of the video
- [ ] call `stream_create`/`stream_update` with `--file_path_high_def` passing the 1080p file and `--file_path_low_def` passing the 480p file
