Description
If you pass the name param on claim list, it's case sensitive. i.e. if you have a claim called Test, and you pass test, it won't find it. I don't think our other apis are case sensitive this way.

Research direction
Start by locating the claim-list API entry point and the handling of its name parameter, then compare its matching behavior with the other APIs referenced in the issue. Done means a claim named Test can be found when the parameter is test, with coverage for the case-insensitive behavior.
