Description
The Issue
Lot's of users are still running into data blob timeouts on slower connections or with multiple downloads. We should consider raising them. Believe it's set to 1 minute or so on the reflector, but I can test this out.

Research direction
No file or test is named. Start by locating the peer, download, and reflector timeout settings in the Python SDK, then reproduce behavior with a slower connection or multiple downloads. Done means the timeout is raised as intended, the project builds without errors, and relevant unit tests pass.
