Description

## The Issue
Channel certificates should be stored encrypted in the wallet file. Existing encrypted wallets should have this applied as part of a conversion, and any newly encrypted wallets would do so by default.

Maybe we can get this done as part of https://github.com/lbryio/lbry/issues/1433 ?
